LE response to Excited Delirium incidents, Tupelo MS

Synopsis from previous conference presentations;

Excited delirium is a vital concept for agencies
to fully comprehend. Stakes are high and law
enforcement tactics need to be thoughtfully applied
so as to minimize the chance of negative outcomes,
such as officer injuries and deaths, lawsuits and
in-custody deaths. This course will explore general
awareness of excited delirium as well as recognition
and a tactical response.
Speaker: Chuck Haggard has 32 years of law
enforcement experience. He spent 28 years with
the Topeka Police Department where he started
as a patrol officer, worked his way up to the SWAT
Team and retired at the rank of Lieutenant/Watch
Commander. He helped develop the department’s
defensive tactics program and served as Crisis
Intervention Team instructor, Rangemaster, Armorer
and lead Firearms Instructor. He is currently a
Police Officer/Firefighter with MTAA Police and
Fire Department at the Topeka Regional Airport.
Chuck is a National Trainer with the National Law
Enforcement Training Center where he teaches
reasonable use of force training and defensive
tactics instructor certification courses. He is also
an adjunct instructor for Strategos International,
specializing in law enforcement instructor training
for active shooter response and low light tactics, and
in-school teacher response to school intruders and
active shooters
